Let me add. There should be regular ' staff review ' .say . yearly / 6 monthly.
Who will review and for what ?
There should be a team , such team to be trained to ' review ' staff. For what ? ..their quality control and achievements. Their reliability and efficiency . They may need to transferred to others areas. They may have family problem. They may have ' drug and alcohol ' problems. Gambling problems. Corruption, sexual misconduct etc. .. Those staffing issues are never been dealt in Myanmar systematically despite of the changes of reigns in last 40 years. As a result, there is no suitable allocation of duties. Not right persons in right place. .. everywhere . medical, industrial , sports. even in military itself.
So Administration methods, techniques, and institutes of train to train ' .are vital in country. And as Hilary Clinton and thence by Shwe Mann said ... ' there should be law . good law that has been well enforced. well enforced.
Well .. all are interrelated. There are a lot of ' Old habits die hard ' people in the system. That is not in Myanmar today. Once upon the time, in other south Asian countries. For e.g China. . Well there is always a way of dealing with this ... People from upper house, says that ' it takes time ' . I agreee. . but not too long.
Try to ' hold their hands to ' to travel . if they are ' Ga Gyee Ga Gyaung ' ....their hands are to be dislodged and left behind ( - in other words, if they do not change their habits and keep on doing such ' mischievous behavior,viz, stealing, robbing squeezing money , fraud, tax evasion, bribery , deliberately wrong nepotism ( some exceptions are acceptable) ... Yes. proper action to be taken for the sake of benefit of the whole country and go ahead. .. Of course it has to be in accordance with ' good rules and regulation ' to take proper and effective action against those ' die hard ' .
Upper house people have to take responsibility fully to ensure the people from lower ranks are behaving / performing very well. That is the reasons why ' supervisors ' exist. There should be well-communicated system.By saying , ' I did not know that ' ..is irresponsible and that person has to be responsible. By saying ' people from lower rank presented my such wrong data ..' by pointing fingers to lower-ranked people is not the good reason. If they told wrong data and or wrong report, the supervisor is responsible. Well you see ' someone have to take responsible ' .
Just by saying I will resign from today ' is not bloody enough after ruling 22 years. Just like what U N Win did . . just example.

ကေလးဦးေႏွာက္ပဲထားပါေတာ့ဗ်ာ။ ကိုယ့္အျမင္ကိုယ့္ဘာသာမေရးဘဲ ပုဂၢိဳလ္ေရးတိုက္ခိုက္ၿပီးေျပာတာ ကေလးေလာက္မွ မရင့္က်က္ဘူးလို႕ျမင္ပါတယ္။ ခင္ဗ်ားရဲ႕ လြတ္လပ္စြာေရးသားခြင့္ကို သေဘာတူပါတယ္။ လြတ္လပ္စြာ မိုက္ရိုက္ေစာ္ကားခြင့္ဆိုတာ ဒီလူေလာကႀကီးမွာ သတၱ၀ါတစ္ေကာင္ကိုပဲေပးထားပါတယ္။ တိုင္းျပည္အတြက္ လူမ်ဳိးအတြက္ အျမင္ဖလွယ္တာ သေဘာထားႀကီးပါလို႕ ေမတၱာရပ္ခံခ်င္ပါတယ္။ သူမ်ားအျမင္ကိုလည္းေသေသခ်ာခ်ာဖတ္ေစခ်င္ပါတယ္။
တရုတ္မွာပဲ သင္သင္၊ ရုရွားမွာပဲသင္သင္၊ အေမရိကန္မွာပဲသင္သင္ ပညာသင္တာေထာက္ခံပါတယ္။ သူတို႕ အေတြး၊ သူတို႕အျမင္၊ သူတို႕ဗ်ဴဟာကို မ်ားမ်ားသိရမယ္။ မေကာင္းတဲ့ တိုင္းျပည္အတြက္အသုံးမ၀င္တဲ့ ေအာက္တန္းက်တဲ့စိတ္ဓာတ္ေတြသယ္မလာဖို႕ပဲအေရးႀကီးပါတယ္။ သူတို႕နဲ႕ယွဥ္ရင္ ကိုယ့္တိုင္းျပည္မွာ ဘာလိုတယ္ဆိုတာျမင္လာမယ္။ အလြန္ေကာင္းပါတယ္။ ပညာသင္ေစလႊတ္ရာမွာ တိုင္းျပည္က ေငြကုန္ရက်ဳိးနပ္မယ့္ ျပည္သူ႕သားေကာင္း၊သမီးေကာင္းရတနာမ်ားကို ေရြးခ်ယ္ေစလႊတ္မိဖို႕ အေရးႀကီးပါတယ္။ ေနာက္ သူတို႕ပညာသင္ကာလၿပီးဆုံးခ်ိန္မွာ သူတို႕သင္ခဲ့တဲ့ပညာကို ျပန္လည္အသုံးခ်ဖို႕ အခြင့္လမ္းေတြေပးၿပီး ခ်ီးေျမွာက္သင့္ပါတယ္။ ခ်ီးေျမွာက္တယ္ဆိုတာ ရာထူးတိုးေပးတာကို မဆိုလိုပါ။ ဟာ ဒီေကာင္ ပညာေတြတတ္လာၿပီ ငါ့ကိုကန္(ေျခေထာက္နဲ႕)ေတာ့မယ္ဆိုၿပီး ေခ်ာင္သိပ္ေခ်ာင္ပိတ္ခံရတဲ့ ပညာေတာ္သင္ျပန္မ်ားမွာ ထုနဲ႕ေဒးျဖစ္ေနပါတယ္။ အရည္အခ်င္းမရွိ ဌာနဆိုင္ရာေတြမွာ ခိုကပ္ၿပီး ဗိုလ္က်ေနတဲ့ (စစ္တိုက္ရမွာေၾကာက္တဲ့)စစ္ဗိုလ္ သူရဲေဘာေၾကာင္သူမ်ားကိုလည္း ဌာနေတြက ေနကန္ထုတ္သင့္ပါၿပီ။ ပညာတတ္အရည္အခ်င္းရွိသူမ်ားစကားကိုနားေထာင္ရမွ ေၾကာက္လွ်င္ မလႊတ္ပါနဲ႕။ ေငြကုန္ပါသည္။သမၼက ေျပာင္းေနသည္ဆိုေသာ္လည္း ေအာက္ေျခဗ်ဳရိုကရက္မ်ားက နန္းေပ်ာက္မွာ စိုးေၾကာက္ေနလွ်င္ တိုင္းျပည္သည္ ဗိုလ္ျပဳတ္၊ဗိုလ္ေၾကာက္၊ ဗိုလ္ေျပး ေအာက္ကမလြတ္ဘဲ အာဏာရွင္ အငယ္မ်ား၏ တစ္ထီးတစ္နန္းခ်ယ္လွယ္မႈေအာက္တြင္ စုန္းစုန္းျမွပ္ႏိုင္ေသးေၾကာင္း သတိခ်ပ္သင့္သည္။
